chore: [config] MNG 연구 설정을 API 백엔드로 통합

- Claude AI, Google Cloud (STT/GCS), Vertex AI 서비스 설정 추가
- config/gcs.php 생성 (Google Cloud Storage 설정)
- .env에 바로빌, AI, Google Cloud 환경변수 추가
