feat:영업담당자 User 통합을 위한 마이그레이션 추가

- users 테이블에 parent_id, approval_status, approved_by, approved_at, rejection_reason 컬럼 추가
- sales_manager_documents 테이블 생성 (멀티파일 업로드)
