fix: [deploy] 배포 시 .env 권한 640 보장 추가

- Stage/Production 배포 스크립트에 chmod 640 추가
- vi 편집으로 인한 .env 권한 변경(600) 방지
- 2026-03-03 장애 재발 방지 (PHP-FPM이 .env 읽기 실패 → 500)
