fix: 견적관리 공과 품목 API 파라미터 및 MES 기능 개선

- 공과 상세 셀렉트 박스 API 파라미터 수정 (type → item_type)
- VendorManagement 목록 컴포넌트 개선
- 작업지시/작업실적 타입 및 UI 개선
- 검사관리 actions 수정
