fix: boards 페이지 headerActions 함수 타입 수정

- headerActions를 ReactNode에서 함수 타입으로 변경
- UniversalListPage의 headerActions 타입 규격에 맞춤
- "_config_headerActions.call is not a function" 에러 해결
