feat: 시나리오 2개 추가 + 배차차량관리 메뉴 경로 수정

- settings-card.json: 설정 > 카드관리 시나리오 추가
- system-dashboard.json: 시스템 대시보드 시나리오 추가
- material-dispatch.json: 부모 메뉴 수정 (자재관리 → 출고관리), enabled 복원
