fix: 신규 시나리오 6개 수정 (테이블 없는 페이지 + 검색 셀렉터)

- purchase-order/status/vendor: wait_for_table → wait (테이블 없는 페이지)
- accounting-tax-issue/mgmt: fill → click_if_exists (검색 input 없음)
- sales-site-mgmt: wait_for_table → wait (테이블 없는 페이지)
- material-dispatch: enabled=false (메뉴 미존재)
